When you use a bond CE, you're using that instead of a CE with a much more real stat boost. 2000 extra atk/hp is a significant amount. Other CE effects are also just arguably better, even if it only effects just one servant. 2030 is just better than any bond star gen boosting CE. The only bond CEs that are worthwhile are those that effect one servant alone, like Hercs, Carmilla, Vlad. If you want to make a case for stacking bond CEs with effects like 20% buster for team, you have to remember that you'll be limiting supports. A Waver with a 2030 will be much more helpful as a support than one with his bond CE.
