Ouma's obsessed with being known as a liar because he took that identity on as a survival mechanism. His past was terrible (parental abuse, gang abuse, rape, molestation, emotional abuse, take your pick) and when he tried to tell anyone, he was labeled a liar. The continued abuse and lack of belief in him caused him to snap, embrace the identity of a liar, and create a gang that helped him take out his anger and pain on everything and everyone.

He's obsessed with Saihara because he noticed him, got him arrested and actually saved him from that, but he's too fucked in the head to care about him like a normal person or reflect on why he would be happy in the first place. He wants to die because his fucked past and mental instability, but also because someone finally pays attention to/doesn't disregard him and he wants to die happy. So he continuously harasses everyone and acts like a cunt to keep their (particularly Saihara's) attention on him in the hopes that one of them will kill him.

He's a more fucked up warrior of hope/monaca all grown up and put into a killing game proper. I would not be surprised if he's the one who drops obligatory lines about feeling despair in this game.
