Propylene glycol is not edible and certainly not at 3%. also it's not 200 proof ethanol if you have PG in it

100 proof alcohol means 50%, and propylene glycol is used throughout the food industry.

I would just use polyethylene glycol in isopropyl alcohol. Sure it's volatile as fuck but so is ethanol and it will stay liquid all the way down to - 89c

i have no means of producing this and acquiring it would be non cost efficient. Doesnt get colder than -44° here.

i acquire large quantities of propylene glycol and 90% ethanol for my business. Making eco friendly winter washer fluid is just a side hustle.
