The game didn't know what to do with Nagito. Half the time he was seen as a dangerous threat, and the other people were very willing to approach him and include him in the plot.

Ouma's more enjoyable because he's treated like an actual villain. He's hated by the other students with no rest, increasingly pushed back against and physically threatened/punished. And yet, he manages to fuck up their lives anyway, even with this pushback and opposition.
