From this pic it looks like you would want to twist the rack counterclockwise while rocking and pulling up. You can spray the boots with some armor all and let them sit overnight, it does help soften them up.

Depends, cutting with a knife would be fine if you can but i wouldnt recomend a dremel. If there are no cracks or anything in the boots you could still use them but i would honestly just get new ones since if they leak it will lean out your bike

The last time I dealt with really hard carb boots I just used a hacksaw for metal to cut through them between the carb and the intake ports on the engine.
Doesn't really matter if they're ruined since you're gonna replace them.

It is the fastest I have ever been on a bike. My other bike is a KLR 650, it isn`t exactly super fast anyway.

Yeah you could try a hairdryer. If you have a rubber mallet you could also try tapping around to get them lose. I would try NOT to cut them, they may be reusable and why flush money if you're going to flip it anyway.

The fact that you're having trouble getting them off tells me that they're probably not bad. Usually if they dry rot they crack and don't hold on to the parts anymore.
If you cut them you absolutely have to buy new ones, vs. only maybe having to replace them if they're bad.
I'm the dude with the 83 magna, I'm still using all the original boots. Took them off and soaked them in a bag of armor all while I rebuilt the carbs.
You could spend the $40 on other stuff.

You may also want to try prying between the head and carb body with a fairly hefty screwdriver. IIRC that's what I had to do with mine the first time. just be careful and don't bust anything.
