dunno. havent really touched russian DDs yet but the 130mms should have 21mm of HE penetration stock. (if the calibre divided by 6 rule still applies) again you have to ask yourself what you will be able to penetrate with that increased pen. i cant thing of anything out of my head

At least pen hits knocks down the health and also what can be repaired so the HP is lost forever unlike with fire.
