Paradox has lost almost all its competent programmers, it's all former webdevs and modders now. As well as people who's only qualifications are being a fan from Reddit or Paradoxplaza. Not even joking.

At the top of the province screen should be three integers. One for base tax, one for production, and one for manpower. Next to each is a button. If you cannot press the button, please hover over and read the tooltip to provide more info.

As a guess, you can not increase one development to a number higher than the sum of the other two.
