Every single arcana applies to every single person to some degree. The arcanas that the characters have been assigned to are usually those that fit them best. Furthermore, in the Persona series the main point is usually about growing as a person and solving internal issues, rather than just fighting against external enemies. As such, Shiho would be Fortune arcana not because there are external issues she has no control over, but because she feels like she's completely trapped by them and has no control over her life. Ryuji's also been affected by things out of his control, but his main issue is losing the goals and ambitions he had, causing him to waste his life being angry and doing nothing productive. Futaba's main problem is her excess isolation combined with her inability to connect with her inner self, and so on.
