i noticed that my gsxr with only 12,000 miles has a lot snappier and stronger throttle return

my gsxr with 30,000+ miles has a more lazy throttle return and is weaker.

There's lube inside the cable to let it move freely. Eventually that lube might dry up or get sticky. You can either try blasting lube into the cable or just do the smart thing and replace it. Also check the cable is routed properly and not being pinched anywhere which will also make it move more sluggish.

Motorcyclists are typically let off with a warning unless you're doing something really dumb like 140mph, and then you're likely going to get away because most police have a no chase policy.

I've heard plenty of stories of guys getting pulled over doing 80mph and the cop saying "thanks for actually pulling over instead of running" and then if your license is clean they just let you go.

Most places have a bracket system where a set fee is placed on each bracket. Like 5-10 over the speed limit = $35, 11-30 = $50. Then shit is added on like random city/county fees that jack it way up. Some places have (speed over the limit) times X = ticket fee. X is a variable that depends of speed, again its bracketed. So you might do 20 over and the ticket is 20x3.5=$70 and then random fees and shit are added on for shits and giggles. Then they will add shit on for anything wrong with license, registration, anything wrong with vehicle like a busted light.

Well they don't get to specify the amount, but whichever one of those offenses they pick to write you up for comes with a predetermined fine that they usually know, and they can pick whichever one they want, so they're effectively picking how much they wanna fuck you. If they're in a pissy mood and you're a dick they're going to write you up for whatever they can, rather that the most appropriate thing.
