Memery aside, gears and belts are fixed. They won't go out of spec (much). Adding separate electric motors would require very precise control, and more potential points of failure than even an Audi-tier chain setup.

Free valves are a thing already. Koenigsegg have pneumatic spring valves engines that use the pressure of air and oil to push and retreat the valves.

The valves (intake for example) need to be closed for 3 cycles and open for one. A reciprocating crank would open and close them continuously without letting them seal for the compression stroke.

Nope. Gas engines are going to be stuck around 30-40% thermal efficiency (I think Toyota got one to high thirties n/a) and I'm fine with my carbureted small block being way worse than that.
