Intelligence is the overwhelming genetic. It really explains itself by the fact that the human brain is more or less a really advanced machine. Blacks lack neanderthal admixture, which in turn means their brains are simply less advanced. They simply don't have the potential of a white, or asian. Asians are ~5 points smarter on average according to tests (NE-asians only, mind you, China, Korea and Japan - the rest are down there, literally and figuratively), but blacks are ~30 points lower.
