No you can go to decrypt9 via hotkeys during 3DS boot. Make sure you have the payload set up in luma/payloads. Don't know if the new guide has this part but it used to be on the old a9lh guide.

get decrypt9 payload, put into \luma\payloads\ named "[button to trigger]_decrypt9.bin" turn on your console and hold the selected button, it will take you into decrypt9
