Did you like the game thus far? If so, then you could always continue from there. Otherwise try out some other games in the series such as Path of Radiance, or the two previous GBA titles. Although the first one on GBA (Fire Emblem: The Binding Blade) tends to screw you over with increasing your stats when you level up. Then just go backwards in the series.

voltz drop the elite ring half way through the chapter. first have Dew tip her enough change to buy it. then do a combination of:
1.grind her as much as you can in the arena.
2. heal random people
3. abuse the hell out of the return staff. with the elite ring it should be 1 or so level up per use.
4. get someone who cant win the arena to constantly lose and then heal them. up
She should be able to promote by chapter 3.
