Probably, but she can be a huge pain in the ass while she builds her ult which when followed up on is amazing.
She's not meant to be a Reaper, she's meant to be an annoyer, denier, and EMP launcher. Hack healthpacks for your team to rapidly build ult charge and EMP the enemies when you're pushing. Sneak around and hack their tanks and most dangerous DPS/Supports, track down injured enemies and finish them off, and scout with invisibility and recall.

They lowered the Hack CD from 12 to 8 seconds, makes her flow a shitload better since you feel like you can freely use hack when you want to. They also made it slightly faster to cast so it's possible to get it off on heroes without being interrupted a little easier, but the big thing is the CD.

Playing a few hours of CTF on console made me remember why did Blizzard think it was necessary to nerf turret damage but not any of the fast heroes. 90% of the playerbase can't hit a good Tracer or Genji with a slow ass controller. Not to mention they can use all of their abilities.
Almost every match is about who has the better Tracer or Genji.

After trying nuD.Va, I honestly think she's fine.
She feels about as survivable as Winston, which is good enough. Now she can't just boost straight into the enemy without fear. You gotta time your engagements right and position yourself properly, much like Winston has to.
Plus, defense matrix is still the best defensive ability in the game, so that helps.

I feel like people are really exaggerating the impact of the d.va nerfs. I've still been doing great with her in my comp games. In fact, it feels a lot easier to kill things now. You just can't play as aggressively anymore, because her counters actually counter her now.

They tightened up her spread and increased the number of pellets per volley to 11, letting her do even more damage. Get in their face and they're going to die quickly. Like you said she does have to be more careful, too, so it balances.
