It's a huge game site, so the sampling is indeed huge, but that poll came out first/second day of release. /drg/ itself went through KAITOBOYS phases and beyond while it happened. So this poll is great for what characters people liked at the START of the game. No streamers had beaten it at the time, so humans did the human thing where their opinion changed.
And this is why Kaito gets no art. I'm a little mad.

I feel Danganronpa 3's woes have more to do with Kishi's direction than Kodaka's writing. The MINDHACK ANIME could have worked if it was explained in the context of having an animator/artists work used by a brainwashing cult, which is a thing that did happen in Japan.

Also they treat Junko as a supervillain rather than a cult leader.

Gekko being Junko's therapist was a good idea but Jess doesn't do anything interesting with it just keeps it vague and implied until she reveals herself as mastermind. Hell she coulda had Matsuda go to Gekko and tell her that he was going to make junko into a forgetful baka but nope because Jess hates matsuda, she doesn't do anything DR0 related expect having the cameos show up earlier and having Mukuro throw out Junko's Ryoko uniform
