I used 2 copies of her in my OTK deck. She's good to stall during the mid-game until you get your combo pieces. If tempo elf ever comes back she will be seen a lot more.
if you craft the haven staples (i.e. themis) you have a bit of flex room, for instance I shift between pure seraph sun seraph and sun satan depending on how the meta looks that day. Tempo rune doesn't have that, so if you value a modestly varied play experience, I'd craft into seraph. But if that doesn't matter to you and you just want a lean elegant list to learn inside and out, go with tempo rune, I'm led to believe it has very few flex slots

You should already have an almost stuffed hand by 4-5 and the times in which you don't and those extra Merlins come in handy are outstripped by the times you wish those other Merlins were something else you could play instead. Spectral Wizard's the REAL MVP.
