Because the AI is hot garbage but there is an even bigger problem.
It can't create or update division templates on its own.
What that means is that germany will literally spam motorized, infantry and light tanks but never go into medium/heavy tanks and mechanized.
The game was designed with multiplayer in mind.
Singleplayer and the AI was an afterthought.

They're effectively the same but technically they're only distantly related. user might have been better served making a comparison between Europeans and Arabs, but even that wouldn't be exactly right, because East Africans (Somalids etc.) are technically more closely related to non-African peoples than they are to west African Bantus. The theory goes that they branched off of the out of Africa migrations very early on and didn't actually leave the fucking place.

There is a mod that fixes the production/divison template problem but the AI itself still makes bad decisions.
