If we just look at her stats in game she does have a lot of things that point to this. She is a 5 Star Lancer, meaning her stats are comparable to Gil’s and her attacks are super effective against him, while she is resistant towards his. But that’s nothing really specific to Scathach.
What is specific is her God Slayer skill, which increases her damage dealt to Divine and Undead targets.

“So what?” I hear you cry “she is a Lancer with an anti-Divine skill, so is Karna and I don’t hear you calling him a counter to Gil”.
That is true, but is Karna neither god nor human, but something unique, meaning that Gil has no weapons that directly counter her? Is Karna physically incapable of dying? Has Karna mastered every martial art and every skill a Heroic Spirit can possess?
No, but Scathach has.
Scathach’s time in the land of Shadows, kicking gods, near gods and whatever else that tried to crawl out of the underworld back down has turned her into something else. Something that’s existence is tied to the world and will continue existing as long as it does.
Scathach’s fame is that of a great teacher, one who taught heroes like CuChulainn. As a teacher of heroes it stands to reason that you know a wide variety of skills that heroes would need to learn. Just read the description on this skill:

King Hassan. My first thought was Emiya, but then I remembered his skill fucks you over. King Hassan can do the job of an Assassin, as well as protect a master from other Servants. As long as you aren't some shitter he should be fine with you.

She literally has all the skills. All of them. Every single one that is not bound to a specific hero.

What is Gil’s weakness again? The fact that he hasn’t bothered to master a single weapon in his arsenal? Meaning that anyone with the ability to get past his barrage of weaponry and has mastery over their weapon can beat him in a fight.

Gil has all of the weapons and no proficiency. Scathach has a single weapon, but all of the proficiencies.

The Nasuverse doesn’t necessarily run on power levels, just a massive flowchart of who can beat whom. If you one day draw that flowchart out, none of those arrows will point at Scathach.

Unfortunately, Asanagi has yet to deliver a full doujin.
