Because the timing isn't as strict and meant to accomodate for the normals being slower. BB has no 3 frame jab or anything like that, so the moves you use to meaty are thrown out later with a longer lasting hitbox.
Capcom has a lot of characters I fucking love, but Street Fighter itself seems really bland compared to like Devil May Cry or Resident Evil or whatnot. Feel like Cammy is simply a tool instead of something to be involved in.

Honestly I think Hakan and Dan would fit really well in 5 stylistically but adding unpopular characters is dis-incentivized when you sell characters individually.
All the future characters are going to be made to hit a niche and sell. Characters like Dan, unpopular characters or weird characters that are not pretty are unlikely to come out in 5.

I'd rather them make him an actually good character that just looks and acts goofy. Joke characters are most fun when they're viable.
Dan has a style to him though. There is a charm in being a goof that fucks everything up.
