It is as you say: silenced guns will require on average one more bullet to kill an enemy, but you won't appear on the minimap. Remember that the minimap can detect both direction and overall distance of gunfire, not just your exact position, so there is some incentive to not reveal your position.

This. I know I always move in the direction the minimap shows gunfire in order to get the most kills. By using a silenced weapon you've got a better chance of getting the drop on people.
