I actually can't find a list. All the major chargers from the movies are there, including rogue one. Each character also had a unique card, so for example Luke has Ben Kenobi that does stuff like mind control units.

Vader is his own carver. The emperor does have force lightning as an ability and his unique are a pair of royal guards.

What do command tokens do?

Part of the aptly named token system in conjunction with unassembled Xs. Basically an "easier" way for pvp-ers and raiders to get specific pieces. For solo people it's largely just a way to get cxp boosts
