Maybe, both of them were designed in-house for 8 and they both returned for Mega Man and Bass. It wouldn't be surprising if they were intended to parallel each other.

Granted, some of Bass' back story COULD make for some angst, like Wily telling him he wished he'd never made him, creating him was an accident and that he was making a robot stronger than him. On top of his constant failure to fulfill his purpose, it's no wonder he's so hardwired to be an edgy asshole.

It seems like Wily is an impulsive mad man who doesn't think before he acts. but if his interaction with Ra Moon is any indication, Wily really is an impulsive madman who doesn't think about the consequences of his actions. He didn't step back for one second to think "What do I do with Bass if he succeeds?" or "What happens if he fails?" For a man who claims to be so passionate about robotics and even said he loved his robots in Super Adventure Rockman, he sure is an abusive fuck, or at the very least really really negligent.

I'm excited by the prospect of becoming a net battler. It's a job that pays well and you get to be a NEET for the most part while doing it.

Wily being a negligent sack of shit is probably what lead some of them such as Bubble Man to defect so easily from Wily in the comics.
