anybody ever have problems with followers standing still and not moving? I'm doing the Helgen Reborn mod and the guard recruits just stand in place when I tell them to follow me. Could this be an issue with EFF?

desu only Daggerfall felt like RPG to me out of all TES games. It was overambitious and unrefined, but there was coherent world and lots of stuff that's essential to immersive playthrough. If it wasn't for mods I'd never touch anything beyond Daggerfall, desu. Morrowind, Oblivion and Skyrim are themepark adventure games, and Arena is only remarkable for being first in series.

I'm guessing you've never played Dark Souls.

No matter how much you tweak difficulty, how much you tweak enemy AI, how much you change animations, no matter what you do Skyrim will never ever play like Dark Souls and any attempt to achieve that will only make combat even worse than it already is in vanilla Skyrim.

It works off of Windowlight in the ENB like most glowing things, so I'm changing the glow on the fly.

Base glow is controlled in the .nif with Emissive Multiple, so a script could be made to swap models during a certain period of the day.

JK is really badly optimized, it has nothing to do with toasters. Creation Engine has limits, and if you over fps issues happens.

the moon is gently lit. it should only glow like when performing a power attack and even then it's a tad too much. for me at least, but I guess it's a matter of preference

ENB can be used to utilize your RAM for textures when you're running low on VRAM, so it could be useful to you. It was the only thing that kept my game running back on my Vistaids GTX 560 build.
