660 engines are cheaper in terms of customs fee.
I guess it sounds bizarre to you but it's not that bad of an engine. It's dead below 3000 rpm, but pretty decent from 3000 to 6000 rpm. Standard Suzuki Jimny 1.3 liter engine has more low rpm torque but it's nowhere as fun as 660cc is. Some people prefer 660cc engines because they are more "alive" and very lightweight.

Well I took part in amateur winter rally sprint championship for 3 years. And did pretty well. Some guys were pretty upset when they saw that 660cc jimny shoeed better time than their merc or pajero evolution.
