Stats growth is not random. Every unit has a fixed amount of stats, the only randomness about it is how they are spread out across levels to maintain that old FE tradition.
At max level, the same units will have the same stats

You can skill up a weapon until it's reached its skill max. Level is irrelevant.
When you 4* uncap a weapon, its skill max goes from 10 to 15, but otherwise, a 0* weapon does not need to be uncapped to get to SL10.
