I think you don't get the concept. Both series are ENTERTAINMENT series for the whole family.
Informative TopGear died in the early 00s.

That's how top gear always worked, and it worked.
Problem with TGT was lack of proper content. Every top gear special was cool, and TGT had maybe one episode (buggies) that fits in this kind of "special" scheme. Other episodes were simply about running around in expensive cars and cracking dumb jokes.
They should get limited budget, so all they can do is shitbox fun. Twelve episodes of running around vietnam in 2-stroke bikes and shitbox rallycross, that's flawless recipe for their show.

BBC owns "Top Gear", "the Stig", and "star in a reasonably priced car" so they can't do the exact same show. I'm guessing it's like a placeholder while they figure out what to do with the celebrities in season 2.

Viewers have spoken, they did not want to see best deal on a family sedan with preferential loan.
They wanted to see Jezza screaming POWAAAH while power drifting through the corners in an absurdly expensive supercar, jokes about Hammonds height, and Mays slowness.
