Your first step should always be trimming time and resolution, leaving the quality field blank. You'd be surprised how tiny you can make the resolution and still be able to tell what's going on (see OP's, it's only 400p tall).
Render and test as you go.
Once you've gotten it as small and tight as you can, THEN start messing with the bitrate. Start at 2560 and work your way down until you're under the file size limit.
