You'd think so but originally my bills were at 20k, then after one of my 2 sims got Frugal, it dropped to 15k. Then several bill cycles later in game it shot up to 17k even though I didn't buy anything new. After my second sim got Frugal it didn't change anything for several bill cycles in game until just now, dropping to 11k. Really weird

So i have installed the games4world edition with all their DLCs installed, however, even though i followed their steps to perfection, my DLCs do not show up

I suggest adding a gate if you wanna make it feel more restricted, assuming that's what you're going for with that imposing look. Dead grass and dirt surrounding the lot is also your friend.

your mod just removes the mosaic, and sims don't have nipples and stuff on the models. You need a seperate skin mod to give them to goods.

I did download a separate skin mod tho. I tried both Luumia and cmar and both where like that.

Did you remember to extract the zip files?

They just came by themselves, just one package file I got.

From about Sims 2 onward I'd always let my Sims age but would try to keep them young for long as possible with the various potions of youth. It's something to motivate me for farming lifetime reward points.

TS2 had the Elixir of Life, Sims 3 has potions you can make at the chemical lab and the Ambrosia, TS4 has the lifetime rewards drink that will reset your Sim's aging clock.

Probably some other age defeating stuff I'm missing there from the various expansions and whatnot.

Then god is punishing you for being a pervert.

Show us your mods folder. Or at least the mods you are using to try for lewds. That makes the problem solving a lot easier to narrow down.
