Having put over 200k miles on my miata, just frame rails and an fstb are enough to make it stiffer than it ever was from the factory. Add in door bars or those delrin door shims and an under fender brace ("Frog Arms") and you've got a car stiff enough that even convertible-haters will enjoy it.
Also, NB2s came with a butterfly brace from the factory.

low miles for sure. get a carfax on it and check to see if it was serviced regularly (oil changes at least once a year) or how long it has been since the last timing belt service (belts should be replaced every 90k miles or 5 years). 4500 including taxes and fees sounds good as long as you don't have to start replacing things right away (timing belt service can run up to 1000)
