The ACR and ACR-X can be titled, registered, and insured in the US. They just can't be sold as street cars because they don't have emissions controls or air bags. The GTS-R and GT3-R are the actual silhouette racecars that compete with the GT-R GT3.

The ACR-X meets the vehicle code in all 50 states. If you have proof otherwise, feel free to post it. It cannot, however, be sold as a roadgoing production vehicle due to its lack of emissions controls. What this means is that you have to promise not to drive it on the road when you buy it, then take it to the DMV anyway and have it registered as a specially constructed vehicle and get it stamped with a VIN by state law enforcement. This is the same process for registering Ariels, Ultimas, Caterhams, etc.
Ironically, the Nissan GT-R NISMO N-Attack gets around this issue by being sold as a normal GT-R NISMO, and then being modified by a certified race shop, meaning it's not a stock production car. You can actually have the same thing done to a stock Viper SRT10 to have it converted after sale into an ACR, but it's pointless and more expensive because you're paying for parts and then paying to have then removed.

Dodge has to claim that because they're not allowed to sell it as a street vehicle, and they don't care about the 0 people in the entire country who would care enough to buy an ACR and then jump through the hoops to register it as a street car. They already offer a street version and that's good enough for them.
Nissan doesn't make the 7:08 car, those are modified after sale by NISMO in Japan and STILLEN Garage in the US. It's the equivalent of a Saleen Mustang or Lingenfelter Corvette.

They are, but they have separate facilities and mostly do aftermarket tuner stuff. Some stuff, like the GT-R NISMO, were tuned by NISMO and then those settings were used in the production car to make a higher trim level. That's the same way AMG and BMW M work. The N-Attack package isn't like that. They take a production GT-R NISMO to their shop, then rip everything out and make a shitload of changes. It's not just a matter of bolting on a wing and a race seat; Nissan could handle that on their production line.

As I understand it, HSV/FPV vehicles are built from the start to be something different, using a standard production car chassis. That's different from taking a complete running vehicle and then stripping it down and modifying it. I'm not intimately familiar with AUDM vehicles though, so correct me if I'm wrong.
