SFV is pretty much the only game that allows you to use ranked on ps4 if that's what you are asking, but it has a few other problems. Overall I'd say it's an OK choice if you are new and just want to play people who are about as bad with matchmaking.

Not many console games use rollback netcode. SFV does and works most of the time, but it can randomly decide to go to shit. Skullgirls, Killer Instinct and NRS games are the only other games that use rollback on console.

It's called "lag compensation" or "lerp" in other games.
It also makes a mediocre connection much better if it's stable enough. If you see teleports and shit all over the place, the match would have been just as bad in delay netcode, but instead of teleports it would have been either delay 10 or jumping between delay 4 and delay 8. So just as shit.
