Might get it's ass kicked by civics but I think it would be sick, and the starting price of the car is pretty low I guess, also it's so god damn easy to work on so you can spend less on custom engine fab for the turbo setup

Id take a civic. Strip it. Interior delete, including dashboard hahaha, just leave one rpm gauge and few leds for turbo.
Manually blueprint the engine. (using a scale and engine manual).
Full rollcage from front to back suspension, bolt in as its cheaper, then weld the bolts.
Sell what I take out.
Custom fuel tank. Dry sump oil sys.
straight gears transmission
maybe sequential? Depending on budget.
Small low inertia turbo
Aim for 200 hp +
Small lightweight wheels
Custom plexi aero, make it as wild and functional as possible. No limits.
