Singed is useless in lane indeed. That's why he has to roam from the start to the end, keeping pressure on his enemies indirectly, most often by freezing minions waves somewhere between lane towers. He's that one taunting target that makes his opponents bloodthirsty for his bald ass. You don't need good stats as Singed, you just need your team to take objectives while you're being an asshole to opponents.

DFT will be good if they ever nerf Thunderlord's again but it is still too good on heimy.

Thunderlord's is still good in situations because it is a very strong mastery. if you can bully your lane opponent very hard (melee no gap closer) then you can force people out of lane by procing Thunderlord's on cooldown. if the enemy team is very squishy and you don't think they'll be buying much MR (they are all carries) then you can go Thunderlord's to burst 100-0 with rockets during stun.

otherwise dft is gooood at adding a bit more to poke damage, but not good enough to be better than Thunderlord's.
