This is all assuming your tire diameter is the same. Aka a 14" wheel with a tire sidewall of 4" = 18" wheel with a tire sidewall of 2"

It's not that significant enough unless you were changing from 18" wheels with rubber bands to 14" with rubber bands. Most of the time you compensate smaller wheel side with bigger tires

smaller wheels allow you to put on larger tires than what you had before, and in terms of ride quality in a car there is no replacement for.. bigger tires. it changes the ride quality for the better.
