Dinos can beat Water by consistency and Order to Charge's. I heard Gravekeepers are good now as well but have yet to try them.

Either:
Prioritize Age of Discovery if you're content with only playing Mako.dek for a long time

Otherwise, open Ulitimate Rising first. Then either age of Discovery or Neo-impact, depending if you want to play the water deck at all (Rising and Discovery rotate earlier, so they should have higher priority, however unless you're playing Mako Discovery does not have almost anything for you).

Mako has age of discovery to boost a great deck that's gotten me platinum rank thrice, if you want to be bold go Rex Raptor since Jurassic World is amazing and it's not hard to farm his cards from the gate at lvl 40 but 1900 beatsticks and since most people fail to run twister/despell or multiple copies it's almost guaranteed to keep your opponent on edge
You want Sphere Kuribo and a good equip card like Grarl Axe or Black pendant early even sword of the deep seated from Pegasus(if you got him) so farm neo-Impact for a while till you get those.

How can I make a good auto-duel deck using only cards from the Neo-Impact box? That deck that was put together by the auto-deck function isn't good anymore at stage 28. I have all these cards and don't know exactly what to do.

I'm still using ritual lv7 auto deck against lv27 standard duelists.
Works about 80% of the time, I think? Just make sure you play real against tricky decks like that Clown meme one. But it usually works great against enemy mokey mokey, tribute and ritual decks.

Not much reason to even reach that stage tho. SDs get too hard for autoduel and you don't even get anything good from stage 50
