Flora isn't in Heroes yet probably because she's considered a villain. She's a non-recruitable enemy in every route before/if she joins and we don't have any villains in the base pool of heroes.

Getting up to that point is the difficult part with the failure of the Downs Brigade. RD Part 1 and 2 takes maybe a little more 'strategic gameplay' than any other FE game that matters because the DB suck. Not that FE has really had much in the way of 'strategic gameplay.'

How many orbs have you used so far? If that's still within the first 40 then that's a crazy good start. Only small problem is too many reds, but Ryoma + Tiki is a great start.
