not true, american volume requirements are lower for starters which is why every superbike makes less power in the USA than it does in the EU, the most egregious of which is usually the yamaha R1 which sometimes drops close to 20 hp on arrival to the USA, that drop is what the famous zx-10r Gen 4 wire mod reversed for example.

also you're wrong again about flat track anyway, it's not the same, the rest of the world (especially EU and AU) likes SPEEDWAY and dirt track and they do it on either dirt bikes like 450s or speedway bikes.
