First off you'll need a legit DS game for the eshop for the sake of offline/local homebrew launcher.
If you're European, Dr. Kawashima's Brain Training should be free for you.

Secondly, you'll want to read on the sig patcher "CFWBooter" for DLC and eShop titles to work. You'll have to run it every time you boot the console (which is why haxchi is so handy), but games that had a physical release and don't have DLC should work without sigpatcher.

Ah yeah, ideally, you'll want a 32GB SD card to install the games since Xenoblade X is 20GB and Bayonetta 2 and Frozen Dong are 15GB, so they won't fit on the 14.4GB SD cards that say "16GB".

As to download the games files to be installed either on the Wii U's hard drive, OR an external USB, you'll want to get uTikDownloadHelper. Think of it as "Freeshop", but you download from the PC as opposed to on the console itself.

To install games and DLC you'll want WUPInstaller - Y Mod.

You can't install it without the title key

If you had the key it would be perfectly safe. Just like freeshop, there's no way for Nintendo to tell what you're actually doing with the files after you download them

As a >cakes user, just follow the guide and download a9lh. I hacked two 2DSs for my nephews and that's the method I used. I only haven't updated my own N3DS because I don't even use the damned thing very much and I only really play single player games anyway.
