Splitting weights is a valid thing to do if done right. I worked on hunter machines that did this flawlessly, usually I did it if it called for some ridiculous amount of weight in one spot. Worked out fine and never had a vibration. That pic is definetly not right though.

Some balancing machines have a function to split weights for aesthetic purposes so you can hide them behind the rim spokes instead of having them visible in the middle of them.

But in that case the weights are split equally, not asymmetrically like that picture. If you split them properly you'll never get vibrations.

But that shit just means the wheel was run once on the machine, the guy put too many weights or put them in the wrong place, ran the wheel again, slapped a few weights in the new place and called it a day instead of removing the wrong weights and running the clean wheel again.
Completely half-assed job considering the amount of weights he had to put in there.
