When Wisp threatens them to leave town they go in boxes the same day. Wisp is terrifying. Yet there is no art of him being sinister or threatening.

I used Wisp to move Tom out. I talked to Tom when he was in boxes and he said, "I think we both know why."

you can scan them in and either get them to move in, replacing one of your 10 villagers, or just give you a random doodad.

if you got 9 villagers already, there are people who will scan a card of a villager you might want, just so you're happy.

is there a universal scan card for each character or are the cards unique?

i dunno what you mean by universal, you can buy the cards out of country if you mean that, it doesn't matter if the card is foreign.

the cards in question just house simple data, the picture on the card is the villager, and you can save data on the card but it's not used here.

Probably not Pokemon. The Pokemon Company is really protective of the property. That's why there's barely any Amiibo of them and they don't really do much. They aren't even allowed not stock sound effects in Super Mario Maker.
