What do you want to do?
UE4 is technically better but it's more complicated and kinda bloated, blueprints are easy to start with but a project can easily get unmanageable if you don't know what the fuck you are doing.

It's easier to get good results in Unity but the skill ceiling is lower.

I don't really know about Godot, it's relatively new and still in active development, I would prefer Unity over it since it's more "settled".

Why is it called rush hour jam with a photo of the movie rush hour when the theme has nothing to do with rushing hours or rush hour the movie?

Entering a jam can help, if the theme restricts you enough to might think of something interesting. You could also try making games from genres you almost never play. For example I never play tower defense games, but I made one and got some ideas from it. Basically it makes you think of things your brain doesn't normally think of.

in UE4 anim graphs, how can you set up a 'Any State' Transition like in Unity? I need it for a take damage animation, and I don't want to draw transition lines for every single animation. You can't transition between state machines as far as I know. And the "blend by bool" node does not work, because that blends instead of transitioning which means anim notifies still fire which fucks everything up.

For me the best part of a jam is making something new, a challenge. Because that's what I enjoy when making games, trying new stuff, learning stuff, doing something out of my comfort zone.

Thanks. The whole idea of "hurr I'll take a game and stick the theme of the jam in it" is a meme and it's pretty much never been done.

The purpose of a game jam is to challenge the participants. The theme of the jam serves as a limitation, challenging participants to work around it.
The reason loli (and most "thematic" themes that are unrelated to programming) doesn't work well is because it doesn't limit you. You can take any existing game, stick a loli in it, and if fits the theme. Since the theme is not limiting, it is not challenging.
A platformer with a loli protagonist fits the theme.
A shooter with a loli protagonist fits the theme.
Tetris with the blocks being lolis fit the theme.
Telling people to "just be creative" is a poor excuse. It is like a racing track where the finish line is 1 meter away from the start. People would complain that it's too easy and you just go forward. Telling racers to be creative would be retarded, just because someone did a 360 before crossing the finish line wouldn't make the race track better, it'd only be improved by actually making it longer and adding turns.
The challenge should be the theme itself, not having a theme so broad that you have to create your own challenge around the theme.

You know what? Even if that ass is the gayest thing I've ever seen, I also see that a lot of hard work went into that cover. It has a good composition, and it has that Drew Struzan kind of movie poster feel, where the image alone tells a story and gives you a promise that there's hell of an experience and adventure waiting for you.
