No, it's 11.0GB on the eShop, and the uncompressed download is 10.89GB (but I'm looking at it on a Mac, whereas it'll probably show up closer to 11GB on Windows - regardless, Nintendo has clearly rounded the number off, so we can be assured we have a complete dump).
