The system is designed to blink faster when there is a load imbalance - ie a bulb has blown. This is also why they blink fast when morons upgrade to LED lights without an appropriate resister.

If all the lights work and it's still blinking fast, that means one is about to go out. I'd replace both one at a time to see which one it is.
Sometimes my blinker just lights up it doesn't blink. I manually make it blink for a bit until it starts blinking on its own

Try replacing the flasher. It's under the driver side of the dash, you should be able to grab one from the junkyard for a couple bucks.

I had this happen on an old Mazda, I had to jiggle the stalk a bit for it to work. Problem fixed itself after awhile*shrug*
Check the indicator fuse, it might be burned.
