In certain parts of Australia they have no inspections but the police have the power to order cars off the road for just about any reason they feel like making up. They can also issue a "statutory write off" to a car which basically means it can only be used for parts, used off road or exported.

The letter of the law literally allows them to defect you for anything other than factory standard wheels and the onus is on YOU to have them inspected and prove they're ADR approved if the police even suspect they're not.
