That's literally default preset with 2nd hairstyle, darker blue skin, blue eyes, and added freckles. And make sure you turn the camera to the right to look extra edgy. Shouldn't be too hard...

No, you just stack AP everywhere, use Kutum when you PvE/want more defense in PvP, use Nouver when you want more damage in PvP. RCE is enough accuracy for classes that don't have good % accuracy on their skills, like Kuno/Ninja. Witch/Wizards on the other hand can get away with not using Bhegs.
