How does declaring war work in Darkest Hour?

So what can I do? I know that increasing an enemy's belligerence through espionage works, but that means throwing a lot of money at a 10% chance of only slightly increasing the enemy's belligerence. I'll be years into the game before I can even declare war on a single enemy.

I must be doing something wrong, considering others before me have used Brazil to conquer Latin America with ease.

Does this mod make HoI 4 less shit? It makes sense. I mean, the big problem HoI 4 has is that it utterly fails to properly depict the importance of tank warfare. In WW1 that doesn't matter because tanks come in late and are quite primitive.
