Dont be fooled. XIV has almost no lore. You can summarize the history of most of the races in a paragraph. They would immediately have to just start making things up.

The Garleans are, and were, a small tribe of people living in the northern reaches of Ilsabard. Due to being a race that have no connection to aether they have no ability to use magic. This lead to them being slaughtered and pushed further and further into northern wastelands due to other groups of peoples overwhelming them.
Eventually, the Garleans become desperate and few, until they ran across a piece of Allagan technology. The study of this piece of technology lead to the development of the ceruleum engine which further lead to development of magitek, named such as a way to mock the use the magic.
Using their new technology they set out on getting revenge on the other tribes and peoples of Ilsabard who had killed them and left them to die in the cold northern wastelands. Their magitek wasn't alone enough, though, and they eventually hire Hellsguard battle mages to supplement their lack of magical capability. These Hellsguard mercenaries would eventually leave Garlemald after never being paid. Eventually, the Garleans would conquer the entirety of Ilsabard.
That's a very basic run down off the top of my head.
