She's one of the better ones, especially since Wind is the easiest to build for when you're new.

1st skill: Increase damage to 400-500%, reduce cooldown to 5 turns
2nd skill: Gain additional effect 100% triple attack up for 1 turn at the cost of 30% HP
3rd skill: Additional Burn and Fire res down to all enemies

New passive: Fire allies gain double attack rate-up when attacking Burned enemies

Ougi has additional 30% fire attack up for 3 turns effect

We'll need actual numbers on her stats boost but if it's Veight tier then she'll be quite good since she can actual take a hit.

And she has good synergy with Enmity.

You might want to hear the opinion of fire players with Anila then before choosing Kat. Her buffs were pretty significant but, like the other new year charas, she doesn't fare well with primal builds

This bit is literally irrelevant. Nobody presses nukes unless their damage cap is high and Light Res Up, who the fuck even cares. Juliet's Dark Res Up comes staples to Light Attack up and Light Res Down, that's why it's good.
