The save has the tactical data of each team, their player names and minor aesthetical stuff like what boots and socks do they use. It's the core of the cup.
The aesthetics DLC contains all the custom faces, kits, balls and stadiums used in the cup, which aren't really compulsory to run the game, but it also contains a couple files which make the save file actually work.
In short, you need both, but if you have a very slow connection and can't download the dlc let me know and I'll make you a smaller dlc with the basic stuff so that the game at least runs.
