no because it's all about boosting inner quiet stacks. when you're in the inner quiet boosting phase your quality gains are pretty ho-hum regardless of orb color

Situational. Theres some times in a rotation where you wont have steady hand up, and times in your opener where it will proc. For example you just used your last stack of steady hand and you get a good quality. You can either risk it with a quality boost again or get a guaranteed bit of points to work with.

Only use touch skill when you have Steady Hand 2 or plenty of CP to spare.
Also when you get Precise Touch that matters more
